Öztop completed his primary and secondary education in Antalya and continued his high school studies in Istanbul. After graduating from Anadolu University with a degree in Economics, he earned his master’s degree in Administrative Sciences at Kocaeli University. He received his PhD from Süleyman Demirel University. To further his academic and professional experience, he pursued a six-month training program in San Diego, California, USA. He served for three years at NATO Headquarters in Brussels, gaining significant international experience during this period. In addition, he broadened his expertise in the maritime field by working as both an instructor and inspector, and continued his academic career as a lecturer at the Naval Forces Vocational School. Between 2014 and 2021, Öztop served as an Assistant Professor at Burdur Mehmet Akif Ersoy University. Since June 2021, he has been continuing his academic career as an Associate Professor in the Department of Political Science and Public Administration at Istanbul Medeniyet University.
